            There are decades that become famous for what happened during them.
            And there are decades that become famous for what people later decided they had meant.

            The 1920s belong to the second category.
            We know how the story ends. In October 1929, the American stock market collapsed. The Great Depression followed. The prosperity of the decade gave way to unemployment, bank failures, political crisis, and social hardship. The New Deal transformed the relationship between the federal government and the American economy. The Second World War would eventually turn the United States into the dominant industrial and financial power of the Western world.

            Looking backward, it is tempting to see the 1920s as a road leading inevitably toward 1929.
            But the people living through the decade did not know that road.
            They experienced something else.
            They experienced a country that appeared to have entered a new age.

            A Different America
            The United States that emerged from the First World War was no longer the republic of Washington, Jefferson, Lincoln, or even the industrial America of the Gilded Age.

            Its population had become overwhelmingly urban in character. Industry had reached a scale that earlier generations could hardly have imagined. Electricity was entering ordinary homes and businesses. The automobile was changing the geography of everyday life. Radio was beginning to create a national audience that could listen to the same voices at the same moment.
            The American economy was increasingly organized around mass production and mass consumption.
            The factory no longer produced merely for a local market.
            The national market was becoming the normal market.

            This transformation was particularly visible in the automobile industry. Standardized production, assembly-line manufacturing, installment credit, national advertising, and expanding road networks combined to make products once regarded as expensive luxuries increasingly accessible to ordinary households.

            The consequences reached far beyond transportation.
            The automobile altered where Americans could live, work, shop, travel, and spend their leisure time.
            America was becoming physically larger in one sense while becoming more connected in another.

            The New Consumer
            The 1920s were also a decade in which consumption became increasingly important to American identity.
            Advertising developed into a sophisticated national industry.
            Manufacturers increasingly sold not only the practical usefulness of a product but the life associated with possessing it.
            A refrigerator could represent modernity.
            An automobile could represent freedom.
            A radio could connect a household to a national culture.

            Credit made some of these goods available before the consumer had accumulated the money to purchase them outright.
            This was a profound change.

            Earlier generations had generally thought of economic security in terms of land, savings, productive property, and personal independence.
            The new economy increasingly offered a different proposition:
            earn, borrow, consume, and participate in the modern market.
            The American household itself was becoming part of the machinery of mass production.
            The system was extraordinarily productive.
            It was also creating new forms of dependence.

            A Nation Listening to Itself
            Radio may have been the most important new instrument because it changed not only what Americans bought but how Americans experienced the country.
            A person sitting in a home in one state could hear the same political speech, sporting event, advertisement, religious program, or entertainment broadcast as millions of other Americans.

            The country was becoming a national audience.
            This mattered politically as well as commercially.
            The United States had always been a federation of states, regions, communities, and local cultures.

            The new communications technologies did not erase those differences.
            But they created something that had previously existed only imperfectly:
            a shared national present.
            America could now hear itself.
            That helped create the mass political and commercial culture that would define much of the twentieth century.

            The Limits of the New Freedom
            The decade’s transformation was not universally liberating.
            The 1920s contained enormous contradictions.
            The same country that celebrated individual freedom adopted increasingly restrictive immigration policies. The Immigration Act of 1924 established national-origins quotas that sharply restricted immigration from many parts of the world.

            The decade also saw the continuation of racial segregation and racial violence.
            The Ku Klux Klan expanded dramatically in the early 1920s, presenting itself not simply as a southern organization but as a national movement defending a particular conception of American identity.

            The conflict was therefore not simply between “old America” and “new America.”
            Both existed simultaneously.

            Modern consumer society, technological optimism, and mass entertainment expanded rapidly while older ideas about race, immigration, religion, and social hierarchy remained powerful.
            The new century did not replace the old one.
            It was built on top of it.

            Prohibition and the Limits of Government
            Another contradiction appeared in Prohibition.
            The Eighteenth Amendment and the Volstead Act attempted to remove the commercial production and distribution of alcoholic beverages from American life.

            The experiment demonstrated the difficulty of translating moral conviction into effective national policy.
            Alcohol did not disappear.
            Instead, illegal markets expanded. Organized criminal networks benefited. Enforcement became a permanent problem.
            The issue exposed a larger question that would remain important throughout the century:

            How far could the federal government go in regulating the behavior of individuals in the name of public morality?

            The answer was not obvious in the 1920s.
            America was becoming more modern, but modernization did not produce agreement about what freedom should mean.

            The New Economic Confidence
            For many Americans, however, these contradictions were less visible than the extraordinary economic confidence of the decade.
            Productivity increased.
            Industrial output expanded.
            Unemployment remained low by later Depression standards.
            The stock market became a symbol of national prosperity.
            Americans increasingly encountered the idea that economic growth might continue indefinitely.

            This was not necessarily irrational optimism.
            The United States possessed enormous productive capacity, abundant natural resources, a growing consumer market, increasingly sophisticated financial institutions, and a technological advantage that was becoming more significant every year.

            The country had emerged from the First World War with extraordinary economic strength.
            Its banks and corporations were increasingly connected to international finance.
            American capital was moving outward.
            The country that had once looked across the Atlantic with caution was increasingly becoming one of the principal centers of the global economy.
            The American century was beginning to take shape.

            Before the Crash
            And here is where historical memory becomes dangerous.
            We know that the decade ended badly.
            But that knowledge can distort the decade itself.
            The stock market crash of 1929 was not experienced by Americans in 1925.
            The Great Depression was not a fact in 1926.
            The New Deal did not exist in 1927.

            The people of the 1920s made decisions without knowledge of those future events.
            They invested because they believed investment could produce wealth.
            They bought automobiles because automobiles were transforming life.
            They listened to radio because radio represented the future.
            They consumed because the new economy appeared capable of delivering prosperity on an unprecedented scale.

            Some Americans warned about speculation, inequality, debt, and instability.
            But warnings existed in every period of economic expansion.
            The existence of a later catastrophe does not prove that catastrophe was already visible to everyone.
            This is one of the most important rules for reading history:
            The future is not evidence available to the past.

            The Beginning of the American Century
            The Roaring Twenties therefore deserve to be remembered neither as a golden age nor merely as the decade before the Great Depression.
            They were a historical present.
            They were the moment when several developments that had been building since the Civil War and the Industrial Revolution came together:
            mass production, mass consumption, mass communication, national markets, modern advertising, consumer credit, technological optimism, and expanding American financial power.

            The United States was becoming a different kind of country.
            It was no longer simply an industrial republic.
            It was becoming a mass society.
            And increasingly, its economic and cultural systems were extending beyond its own borders.

            That transformation would survive the crash of 1929.
            The factories would remain.
            The roads would remain.
            The technologies would remain.
            The national consumer market would remain.
            The financial institutions would remain.
            Even the contradictions would remain.

            The Great Depression would change how Americans understood the system.
            It would not create the system.
            That is why the Roaring Twenties matter.
            Not because we know what came next.
            But because, for the first time, America could begin to see itself as the center of a new world.
            The American Century had not yet been declared.
            But it had begun.
            And in the 1920s, almost nobody knew what it would become.

The historical record is considerably more complicated: economic expansion existed alongside immigration restriction, racial conflict, Prohibition, social conservatism, inequality, and political struggles over the meaning of American freedom.
