Would expose fiscal sponsors to expanded criminal and civil liability for conduct by groups or projects they support, including protest-related activity. The bill, entitled the “Stop Proxy Organizations Nurturing Subversive Operations and Riots (#SPONSOR) Act,” would make 501(c)(3) organizations that provide fiscal sponsorship criminally liable for offenses “related to or arising from” the sponsorship. It would also create civil liability for any “covered activity” that is “related to or arising from” the sponsorship. The bill defines “covered activity” to include “physically blocking” any article in #commerce “to intentionally prevent the lawful movement” of commerce. Because #StreetProtests may delay traffic or #CommercialActivity, this provision could sweep in nonviolent protest activity. Under current law, in some fiscal sponsorship arrangements, the sponsors may already bear liability for unlawful conduct by the sponsored project. The bill would expand such liability to all models of fiscal sponsorship, including arrangements where the sponsor merely provides grants or administrative support to a separate entity. It would also create new grounds for civil liability linked to protest-related activity. As a result, if a fiscally sponsored project organized a peaceful protest that temporarily blocked traffic, the sponsor could face civil lawsuits or potential criminal exposure. Sponsors of the bill described it as legislation to “hold sponsors of violent protests accountable.”

How new protest laws are impacting political demonstrations

More than a dozen states have passed laws regulating protests in recent years, raising concerns among free-speech advocates.

In Congress, the Republican representative has introduced a similar bill — what he calls the '#ThumpThumpAct' — for drivers who may encounter protesters in other parts of the country.

" 'When the consequences for inappropriate behavior are severe enough, people will stop doing it,' Fine said. 'Blocking roads is a form of political terrorism. They should get run over.'

"Florida is one of more than a dozen states that have cracked down on protests in recent years, passing laws that often equate political demonstrations with riots in ways that #FirstAmendment experts say could be illegal.

"Since 2017, 23 states have passed at least 55 laws to address how and when people can protest, according to the International Center for Not-for-Profit Law, which tracks such statutes. The laws do such things as mandate at least 30 days in jail for rioting — often loosely defined as a group involved in tumultuous or potentially violent behavior — restrict protests on college campuses, and imprison and fine people who block sidewalks, streets and highways.

"Some lawmakers like Fine want federal legislation that mirrors those efforts. Among the 16 pending federal bills are proposals to tighten restrictions on protesting near federal judges, jurors or court staff; strip #nonprofits of their tax status for certain #protest-related activities; and block people convicted of rioting from small business aid.

"First Amendment advocates warn that the patchwork of state laws, pending federal bills and court battles risk rewriting the rules of public demonstrations. There are already laws to prosecute violent behavior, making these new efforts unnecessary, they say.
There have been few arrests or prosecutions under the recently passed protest laws, but free-speech advocates say the measures can be used to control or dissuade would-be demonstrators.

" 'What we have consistently seen is lawmakers responding to protest movements by introducing new laws that restrict the #RightToProtest,' said Elly Page, senior legal adviser for U.S. programs at the International Center for Not-for-Profit Law."

"The government has so far paid Constellis $1.5 million, with the potential for the total to grow to more than $113 million.

"In February, Politico reported that Prince — a longtime and steadfast Trump ally — was among a group of military contractors who urged the federal government to employ a '#SkipTracingTeam' and 'bounty program which provides a cash reward' to incentivize the rapid tracking of immigrants. The proposal suggested that, due to a lack of federal manpower, ICE should deputize private citizens to help track down immigrants."

"Four Supreme Court justices supplemented their income with payments from their book deals, three accepted money for teaching, and only two accepted any reportable gifts in 2023, according to financial disclosures released Friday. Justice Alito was the only sitting justice to request an extension.

"These disclosures are the first to be released since the Court announced its adoption of a Code of Conduct (Nov. 2023) and the first since the Pulitzer Prize-winning investigation from ProPublica was published (Apr. 2023&ff). Given the wide array of data in the reports, it’s difficult to ascertain whether recent ethics scandals have changed the justices’ behavior. In fact, there are some conflicting signs.

"According to #ClarenceThomas’ disclosure, he did not accept any gifts of private plane travel or resort stays from #HarlanCrow or any of his other prior benefactors in 2023. The only gift he accepted was $2,000 in 'photo albums' from the outgoing executive director of the Horatio Alger Association, Terry Giroux, and Giroux’s wife, Barbara. On the other hand, ProPublica reported that Thomas flew to Indonesia on a private plane for his summer jaunt, and from this omission in the appendix, it appears that either Thomas made another error or he believes neither travel on a private plane owned by a friend (though it’s really owned by his friend’s company, #HRZNARLLC) nor overnight stays on a yacht owned by a friend (really Crow Holdings, LLC) to be reportable."

Excerpt: "Elon Musk received a salary of $0 from Tesla in 2024. Jeff Bezos earns $81,840 a year of income, low enough to get the child tax credit, which he took in 2021. One of our higher-paid billionaires is Warren Buffett, and he only gets $100,000 a year in salary and bonus combined.

All of these people are keeping their taxes down by keeping their salaries down. They are not avoiding compensation altogether, however, as they are well paid through the growing value of their stock. In 2024, Bezos’ wealth increased by $80 billion, Zuckerberg’s by $113 billion, Musk’s by $213 billion. Even better, they can enjoy this growing wealth entirely free of income tax and reporting."

"This 'plan for equality and prosperity within planetary boundaries' is the product of 45 authors based on databases compiled by more than 200 researchers from the world.

"At its core is the concept of sufficiency – the idea that people can enjoy a prosperous, healthy life without constantly striving to consume or accumulate more #MaterialPossessions that degrade the #NaturalWorld on which all life depends.

"To achieve this, the authors envisage three steps: more than halving average working time from 2,100 hours a year to 1,000 hours, roughly equivalent to a two-and-a-half-day working week; encouraging people to #EatLessRedMeat, which is the main driver of deforestation and ecological destruction; and refocusing the economy toward #LowConsumption activities by more than doubling #Education spending to €8,400 euros (£7,250) a person and #healthcare spending to 14,400 euros.
